    Superpowers still had to hammer out terms of agreement. Castro tried to halt removal and inspection but backs down with the help of the U.N. Bombers are removed begining on November 20th. on November 21st Kennedy ends the quarantine and decreases military alert to DEFCON 4. The U.S. had underestimated the Soviet Union and Cuba forces, casualties would have been much higher than expeted. EX-COMM was unaware of tactacle nuclear weapons in Cuba which field commanders were authorized to use if necessary.
