    The U.S. forces boarded the Labanese feighter Marcula, but they only found paper products and cleared the ship to Cuba. At 10:00 a.m., EX-COMM meets and Kennedy says a quarantine alone won't work. The CIA reports there is no halt in progress to develop missile sights and another recon flight reveals the Soviets are attempting to hide the missiles. Kennedy decides to increase low level recon flights from twice a day to once every two hours. Kennedy now beleives that only an invasion or a missile trade will work. Phonen and John Scali occurs. Khrushchev sends a letter to Kennedy which begins to arrive at 6:00 p.m. (EST) ( Khrushchev quote ) Robert Kennedy meets again with Dobrynin and says he is ready to examin favorably the question of Turkey. Dobrynin then cables Kremlin.
